How come my internet is slow?

I have cox high speed internet. I get 54 mbps on my belkin wireless network. But when I try to watch a youtube video, its really slow. So I tried a unsecured connection signal in my neighborhood and i was getting 11mbps and loaded the same youtube video, and it runs faster. How is faster on a weaker wireless signal?
