How do you address a group to accept change within a department?

I'm facillitating a meeting this month. Within the short time that I've been in this position, I've noticed that my co-workers have developed an inability to accept change. Since I am their equal, and new to the department, how do I address the problem without stepping on toes or being banished from the group? My superiors have given me the green light to address the problem but I've got a lack of resources for speaking points. Can someone point me in the right direction?
