Will NYC shake off unions' choke-hold after the snow-cleaning scandal?

I was in NYC in 2009 after Christmas and into the start of January 2010. There was some snowfall during this time, but unlike this recent snowfall, the streets were all plowed in a timely fashion by the unionized NYC public works employees. One difference from back then compared to the recent snowfall debacle was that there were no budget cutbacks at that time, so there was no issue for the union bosses to be sore about.
