Is he a jerk or not?

ok ive been friends with this guy for a year and a half... in 14 and hes 15 now. last nov. he asked me out nad i said that i wasnt sure. now earlier this summer he wen tout with another girl adn i was okay with it. but recently we have kissed and frenched and kinda made out i told him i loved him a month ago. now my mother has been preshering us to go to dinner with her. and i mean i can talk to him so freely. and recently he knows that i still think that i love him adn hes just so confused he says he still cares.. and just a month ago he saw us together and stuff but now he says that we are just close friends adn doesnt want to go that far as of kissing again.... but i think i love him and i cant get him out of my mind (not exagerating) but then again he thiks there is still soemthing between us that more than friends. so first off is he playing me??? and second should i try to forget him??? 3rd how do i forget im??? help please
