MTG: suspended spells and countering them?

If you cast a spell for its suspend cost when can opponents try to counter it? Can they only try to counter it as it is cast? Can they only try to counter it as it resolves? Can they try to counter it any time in between? Or is it at anytime until the spell resolves?
